Investigates and reports on complaints from individuals who believe they have been denied rights under the Access to Information Act * the Act provides a right of access to information under the control of government institutions subject to limited and specific exceptions * the Information Commissioner carries out investigations and mediates between complainants and government institutions * monitors federal institutions' performances under the Act * makes recommendations to government institutions but cannot issue binding orders
